MARK ZAMMIT

Mark Zammit, Principal Youth Officer at the Gibraltar Youth Service, has 26+ years’ experience, leading staff, safeguarding, and youth strategy while promoting professional youth work and positive outcomes for young people.

​​Mark leads the Youth Service Senior Management Team and is responsible for the management of both full-time and part-time staff. He has extensive experience in community engagement and plays a key role in safeguarding, health and safety, and promoting youth wellbeing. He has been a member of the Child Protection Committee since 2013, sits on the Drugs Advisory Council, and supports inter-agency safeguarding investigations and child protection panels.  Mark has worked closely with the Government Legal Office on the development of the Youth Service Act as part of the wider modernisation of the Youth Service. He is also actively contributing to the development of a Youth Strategy aimed at improving outcomes for young people across the wider community.  A Duke of Edinburgh’s Gold Award holder, Mark remains committed to supporting positive outcomes for young people in Gibraltar through strong leadership, policy development, and strategic practice. He is dedicated to ensuring the continuation of professional youth work in Gibraltar, with all staff holding Joint Negotiating Committee (JNC) recognised qualifications in Youth and Community Work, and with the Youth Service fully aligned to the values and principles of the National Youth Agency.

REBECCA FIGUERAS

Rebecca Figueras, Senior Youth Worker with 24+ years’ experience, leads youth initiatives, staff development, and youth-led projects, including Gibraltar’s Youth Strategy, Youth Achievement Awards, and an addictions awareness campaign.

Rebecca has extensive experience in both traditional and targeted youth work approaches, ensuring services effectively respond to the diverse needs of young people. Rebecca has been instrumental in the delivery of the Youth Symposium, providing young people with a meaningful platform to engage directly with Government on issues that matter to them. She also led the development of Gibraltar’s Youth Strategy, the first Government Youth Service–led strategy for the whole of Gibraltar, informed by comprehensive research and consultation conducted in 2024. In 2025, Rebecca played a key role in launching the first-ever Youth Achievement Awards, celebrating the achievements and positive contributions of young people across Gibraltar. She is strongly committed to partnership working and actively collaborates with Government departments and NGOs whose aims align with the objectives of the Youth Strategy. Rebecca is currently leading a soon-to-be-released addictions awareness campaign for young people, delivered by young people, developed in collaboration with the Care Agency DARS Team and GAMPA (Gibraltar Academy of Music and Performing Arts) students. The campaign is informed by research drawn from the lived experiences of people in recovery in Gibraltar, using creative and youth-led approaches to educate and inform young people about the realities and long-term repercussions of living with addiction. This work aligns directly with the objectives of the Drugs Advisory Council, particularly in relation to information-giving and public education.
